PROCEEDINGS -- All of the papers submitted, by the deadline, with camera-ready manuscripts properly completed will be incorporated in a Proceedings volume, which will be available at the time of the Conference. Any copyright transfer from authors will not be required so that they will be free to publish their papers elsewhere (e.g., in archival journals of their preference) after the Conference, without obtaining any special permission from the Conference organization. It is not proper, however, that essentially the same papers as those submitted to the Conference are published elsewhere before the time of the Conference. It is desired that Conference participants will find the newest, original studies in the Proceedings.
